Abstract:

In order to prevent the oversaturated network from queue spillback, the oversaturated correlation degree of neighboring intersections is defined and the process of determining the initial congestion area is proposed. Then,a multi-layer perimeter control strategy, which takes the key intersection with excessive traffic demand as the center,is established. With this strategy, the control perimeter can be dynamically determined and the vehicles are
limited in the multi-layer perimeter links when the traffic demand exceeds the network capacity. The results show that,as compared with the single-layer perimeter control strategy, the proposed strategy is more feasible because it fully uses the storage capacity of links in the oversaturated area, avoids the queue spillback of perimeter links, reduces the congestion coverage, and effectively decreases the stop delay and frequency.
