Abstract: To study a technique on Chinese speech information coding. The low-bit-rate coding technique can double the speech processing with wavelet analysis and recognition, and information coding with speech characteristics, which include wavelet package disassembling, speech phoneme and syllable note recognizing, accent character fetching, speech information and character parameter integrated coding.
