Abstract: According to the demand of the examiner‚relevant information was collected for the item bank according to the basic contents of learning．Thus‚a unique method of collecting testing resources and the concept of item risk were proposed．Firstly‚we found an index that had the minimum resource relative to the demand of examiner．Then‚we searched for all the items from the item bank that satisfied the index‚and chose a minirisk item．We repeated doing this till the examiner was met．The algorithm showed good performance in speed and quality‚and provide a good method for the large scale net-examinations．
