Abstract:

Proposed in this paper is an optimization theory- based strategy of avoiding the conflict between MRO(Mobility Robustness Optimization) and MLB (Mobility Load Balancing). This strategy takes into considerationthe variation of users' received signal reference power in the period of T,so that the handover range for different userscan be dynamically adjusted. Moreover, based on the optimization theory, optimization objectives are designed forthe modeled MLB problem, and the allowed range of handover parameter O is set as the constraint to obtain theoptimal value of the handover parameter.Simulation results indicate that the proposed strategy not only avoids theconflict between MRO and MLB but also balances the cell load effectively, and that it helps to decrease the callblocking ratio and radio link failure as well as increase the network throughput.
