摘要: 电网企业物资品控是设备进入电网投运前最重要的一环,涉及技术、管理、执行等各个方面。针对现有品控体系运行复杂性高、评价困难的特点,文中提出了一种基于组合赋权和模糊综合评判的能效评价方法,并以南网下属东、西部 5 个全资子公司2019 年实际数据为例,对该方法的有效性进行了验证。首先,全面梳理了品控体系的机构、过程环节等各个方面,构建了分层分级的综合能效评价指标体系; 其次,利用模糊层次分析法和熵权法将主观经验与实际数据结合,得到动态化的组合权重,确保了客观性和准确性; 最后,通过模糊综合评价方法对整体能效开展评价。算例分析表明,该算法得到的结果符合客观事实,验证了模型的科学性。

Abstract: Power grid enterprise material quality control is the most important step before the equipment being put into operation. It involves technology,management,and implementation,etc. Aiming at the problems of high com-plexity and difficult evaluation of the existing quality control system,an energy efficiency evaluation method based on combination weighting and fuzzy comprehensive evaluation was proposed,and it was validated by the data obtained from the 5 wholly-owned subsidiaries of Southern Power Grid in eastern and western China. Firstly,the various aspects of the quality control system was surveyed and a hierarchical index system of comprehensive energy efficiency evaluation was constructed. Secondly,subjective experience was combined with actual data by the fuzzy analytic hierarchy process (FAHP) and entropy weight method to obtain the dynamic combination weights,which ensures objectivity and accuracy. Finally,the overall energy efficiency was evaluated through fuzzy comprehensive evaluation method. The numerical example shows that the algorithm results are in line with objective facts,so the efficiency of the model is verified.
